Thresholds as written on the EFL: a label that says “more than 999 kWh” is listed as 999, one that says “1,000 kWh or more” as 1,000. A plan with two credit tiers is counted once in each row. 14 plans have two or more usage credit tiers. 50 plans have a fixed monthly credit not tied to usage (for example autopay or paperless), not counted above. Source: price-checked EFL for 904 plans; for the other 53 plans (EFL reading not price-checked), the credit we read from the Power to Choose fees text or price pattern.

Minimum-usage fees

34 of 957 plans with a read EFL charge a fee when monthly usage is below a set level. $4.99 below 400 kWh: 19 plans · $0.50 below 26 kWh: 15 plans.

Power to Choose marks 78 of the 957 plans as having “minimum usage fees or credits”; that mark covers both fees and credits, so it is a different count.

Renewable content

Method

We take every active plan on Power to Choose on the data date and count the same product listed in English and Spanish once. For each plan we read its Electricity Facts Label (EFL) automatically with fixed rules, then rebuild the 500, 1,000 and 2,000 kWh prices from what we read and compare them with the prices published on Power to Choose. Base charges and bill credits are used only when that check passes. Cancellation fees, minimum-usage fees and renewable content are not part of the price check; they come from the EFL as read, with Power to Choose fields where the EFL gave no value. Automated reading can miss or misread a field; every count above shows how many plans had no value. The EFL of each plan is linked from its plan page; check it before you sign up.
