On Oct 9, 2026, 66 of 702 plans (9.4%) in the default rankings of 6 Texas utilities would cost at least 1¢/kWh more than their advertised Power to Choose price for a home averaging 1,000 kWh a month, and 46 (6.6%) at least 3¢ more. Of the plans with the 10 lowest advertised prices in each utility, 42 of 66 are not among the 10 lowest real costs. Method

Plans: every plan in each utility’s default TexasHomeBills ranking on the data date — fixed-rate, terms of 6 months or longer; variable, prepaid and time-of-use plans are left out, and the same product listed twice (English and Spanish) is counted once. Advertised price: the average price at 1,000 kWh that Power to Choose publishes for the plan (delivery charges included). Real cost: we estimate the plan’s 12 monthly bills for a home using 12,000 kWh a year in a typical Texas seasonal pattern (1,000 kWh a month on average, more in summer), applying any bill credit only in months whose usage qualifies, and divide the total by 12,000 kWh. Every month is billed at the plan’s own prices, even for terms shorter than 12 months. Taxes, cancellation fees and deposits are not included. Both values are rounded to 0.1¢ first, and the gap is the difference of the rounded values. How it works →

Frequently asked questions

Why can a plan cost more than its advertised price?

The advertised price assumes exactly 1,000 kWh every month. A bill-credit plan subtracts its credit (for example $125) only in months when usage reaches a threshold, most often 1,000 kWh. On our typical Texas usage profile, 8 of the 12 months are below 1,000 kWh, so a 1,000 kWh credit is missed in those months. On Oct 9, 2026, the median gap for bill-credit plans was 8.3¢/kWh in our estimate.

Is the advertised price wrong?

No. It is the average price for a month with exactly 1,000 kWh of usage. It is not the average price over a year of changing usage, which is what this page estimates.

Which plans are included?

702 plans: every plan in the default ranking of each utility on Oct 9, 2026 (fixed-rate, 6 months or longer, duplicates counted once). Variable, prepaid and time-of-use plans are not included.
