As of Oct 10, 2026, the fixed-rate electricity plan with the lowest estimated annual cost in Oncor territory for a home averaging 1,000 kWh a month is Sure Saver 12 from Spark Energy, at about $1,584 a year (12-month term, 7.3¢/kWh at 1,000 kWh).
This ranking includes EV charging of about 152 kWh a month. On this bill-credit plan the estimate is $7.65 a month lower with the EV than without ($1,676 a year without it), because the extra kWh reach the credit threshold in more months — that is the credit, not free charging.
Our default ranking has 127 plans from 41 providers (fixed-rate, 6 months or longer, duplicate listings removed); their median price at 1,000 kWh is 13.9¢.

Lowest estimated annual cost by monthly usage in Oncor territory
⚠ The lowest advertised 1,000 kWh price here is SimpleSaver 12 from AP Gas & Electric (TX) at 6.9¢/kWh, but for a home averaging 1,000 kWh it ranks #100 of 127 on estimated annual cost (about $1,824/yr vs $1,452/yr for #1) — its bill credit is missed in low-usage months. Why?
Estimates from Power to Choose prices incl. delivery charges, excl. taxes; seasonal usage (more in summer). Not offers — check the EFL.

🔌 EV charging adds about 152 kWh a month (500 miles × 0.304 kWh per mile), spread evenly over the year; all charging at home.

127 plans ranked. Variable, prepaid, time-of-use and under-6-month plans are hidden unless you tick them — their price can change, depends on when you use power, or ends long before the year does.
Estimates include TDU delivery charges as published on PowerToChoose; taxes and city fees are not included. Always read the EFL before you sign.
It is printed on your bill as the TDU or TDSP — the company you call for outages. Dallas–Fort Worth is mostly Oncor, Houston is CenterPoint, Corpus Christi and the Rio Grande Valley are AEP Texas Central. Austin and San Antonio have city utilities and no plan choice.
Why is a plan that is cheapest at 1,000 kWh not first?
Many of those plans give a bill credit only at 1,000 kWh or more. In months below the threshold the credit disappears. We price each month separately, so a plan that loses its credit in spring and fall can cost more over the year.
Are taxes included?
No. Prices include the utility's delivery charges as listed on PowerToChoose; sales tax and city fees vary by address and add a few percent to every plan alike.
