Under PUCT rules your contract covers only the address in it, so you usually owe no early-termination fee for moving if you give a forwarding address and, if asked, reasonable proof of the move. Check whether the new address has a different utility or no retail choice at all before you shop. A move involves two electricity accounts: the one you close at the old home and the one you open at the new home. Handled in the right order, the switch is routine. Handled late, it can mean a gap without power, a surprise fee or a deposit you didn't plan for. Here is a practical plan, with the Texas rules that apply. #### Moving out: close the old account **Tell your current provider the move-out date and give a forwarding address.** Do this as soon as you know the date. The provider usually arranges with the utility for a final meter read on that day, and your final bill covers usage up to that read. The forwarding address is where the final bill (and any deposit refund) goes. **What happens to your contract.** Under PUCT rules (16 TAC §25.475(c)(2)(C)), a contract covers service only at the location it names. If you move, you are under no obligation to continue it at another address, and **no early-termination fee may be charged because of the move** if you: - give a forwarding address, and - if the provider requires it, give **reasonable evidence** that you no longer occupy the old address. The rule does not list what counts as evidence. In practice, providers often accept something like a new lease, a closing statement or a utility bill at the new address. Ask your provider what it wants and keep a copy of what you send. Your Terms of Service must also state that you can end service without penalty when you move (§25.475(f)(4)(C)). If you are a renter, check your lease for anything it says about keeping service on until move-out. #### Moving in: set up the new home ##### 1. Find out who serves the new address Every service point in the competitive market has its own **ESI ID** (Electric Service Identifier), a long number that identifies the meter location. Your new provider usually looks it up from the street address when you enroll. If the address has several close matches, such as apartments, confirm the unit number; you can also ask the landlord or builder, or use an ESI ID lookup tool offered by providers and utilities. The new home may be in a **different utility area** from the old one. Delivery charges, and therefore plan prices, differ by utility. Search by ZIP code in our [plan search](/electricity) to see which utility serves it and what plans cost there. Some areas have **no retail choice**. Customers of Austin Energy, CPS Energy in San Antonio, most electric cooperatives and some utilities outside the competitive market (including El Paso) generally buy directly from their local utility. Ask for a move-in, not a switch Starting service at an address where you are not already the customer is a **move-in**. Changing providers at the home you already live in is a **switch**. The difference matters: - The three-business-day right to cancel a new contract without a fee applies to **switches only**. Under §25.474(j) it does not apply to move-ins, so read the Electricity Facts Label and Terms of Service before you confirm. See [how to read an EFL](/news/how-to-read-an-efl). - The provider submits the move-in for the date you agree on, "as allowed by the tariff" of the utility (§25.474(k)). ##### 3. Order early, and know about priority fees Order service **at least a week ahead** if you can, and earlier for the first or last days of the month, when many people move. Under §25.474(n), a provider may pass on properly tariffed utility charges for connecting service or for changes linked to establishing new service, and the Terms of Service must describe routine move-in charges (§25.475(f)(2)(A)). Same-day or priority move-in requests usually cost more than a standard request. The amounts are set in each utility's tariff, so ask the provider what applies before you pick a date. ##### 4. Moving your current plan If your current provider also serves the new area, it may offer to **transfer your plan**. PUCT rules treat a transfer from one premises to another, with the same provider and no material change in terms, differently from a new enrollment (§25.474(m)(4)). That can be convenient, but: - if the new home is in another utility area, the price usually changes, because delivery charges differ; - you are not required to accept a transfer; you can end the old contract and shop for a new one. Compare the transfer offer with plans for the new address before you agree. #### Deposits: when they apply and how to avoid them A provider may ask a new residential customer for a deposit if satisfactory credit can't be shown (16 TAC §25.478(c)(1)). What the rule says: - **Satisfactory credit options any provider must accept** (§25.478(a)(4)): you are **65 or older** and not currently delinquent on any electric service account; or you have been determined to be a **victim of family violence**, shown by a certification letter developed by the Texas Council on Family Violence. - **Payment history.** A provider may obtain your payment history from any provider that served you in the past two years, with your authorization, or from a credit reporting agency (§25.478(a)(5)). For affiliated providers and providers of last resort, being a customer in the last two years, not delinquent, and late no more than once in the last 12 months counts as satisfactory credit (§25.478(a)(3)). Other providers may set their own additional ways to qualify, so ask. - **Letter of guarantee.** Affiliated providers and providers of last resort must offer a written letter of guarantee instead of a cash deposit (§25.478(c)(2)); other providers may or may not. - **Prepaid.** A prepaid provider cannot require a security deposit (16 TAC §25.498). See [fixed, variable and prepaid plans](/news/fixed-variable-time-of-use-plans-texas). **How much.** All deposits together may not exceed the greater of one-fifth of the estimated annual bill or the estimated bills for the next two months (§25.478(e)). **Getting it back.** A deposit must be refunded after 12 consecutive residential bills paid without a late payment. When you leave a provider, it must transfer the deposit, plus interest, to your new provider or refund it, minus anything you still owe (§25.478(j)). That is another reason to give the old provider a forwarding address. #### Moving timeline | When | What to do | |---|---| | 3–4 weeks before | Confirm the new address and unit; check the utility and plans by ZIP in our [plan search](/electricity); find your current contract's end date and fee | | 1–2 weeks before | Tell your current provider the move-out date and forwarding address; ask what evidence of the move it needs; order a move-in at the new home for the day you get the keys (or the day before) | | Move day | Check the power is on at the new home; note the meter reading at both homes if you can | | First 2–4 weeks after | Check the final bill from the old home and the first bill at the new one; follow up on any deposit refund | #### Save the new contract for reminders Your new plan has its own end date. If you are planning to move again soon, pick a term that fits: a plan that runs past your next move is fine, since moving usually ends it without a fee, but a shorter term may avoid the paperwork. Leaving early pays only when what you save over the remaining months is larger than the fee, so multiply the monthly saving by the months left, adjusting for the season, and compare. Some cases carry no fee at all, such as moving or the last 14 days of the contract. A fixed-rate contract protects you from price rises, and the early-termination fee is what the provider asks in return. But the fee is a known number, and so is the price of a new plan. That makes "should I break my contract?" a question you can answer with arithmetic. #### Where the fee is stated Your fee is on the **Electricity Facts Label (EFL)**. Texas rules require the EFL's disclosure chart to answer "Do I have a termination fee or any fees associated with terminating service?" with yes or no and, if yes, how much (16 TAC §25.475(g)). The **Terms of Service** must also state how service can be ended and any penalties that may apply (§25.475(f)(4)(B)). Before you enroll, the provider must disclose whether there is an early-termination fee and the amount (for online enrollment, §25.474(d)(5)(F)). Fees come in two forms: | Form | Example | Fee with 9 months left | Fee with 3 months left | |---|---|---|---| | Flat amount | $150 | $150 | $150 | | Per remaining month | $15 × months left | $135 | $45 | A per-month fee shrinks as the contract runs down; a flat fee stays the same until the last 14 days. **What our data shows.** As of October 2026, among 559 distinct fixed-rate, non-prepaid offers of 12 months or longer in our data from Power to Choose, 411 charged a flat fee, 143 charged a fee per remaining month ($20 or $15), and 5 charged none. The median flat fee was **$150 for 12-month plans** and about **$250 for 24- and 36-month plans**. Your plan may differ; check your own EFL. #### The three-day right to rescind If you **switch** to a new provider, PUCT rules require it to offer you the right to rescind "without penalty or fee of any kind" for **three federal business days after you receive the Terms of Service** (16 TAC §25.474(j)). If the provider mails the document first class, it may assume you received it within three federal business days. The Terms of Service must explain how to rescind, including a phone number (§25.475(f)(4)(A)). This right **does not apply to a move-in** (starting service at a new address). After the three days pass, the plan's normal fee terms apply. #### When there is no fee - **Month-to-month and variable plans.** A month-to-month contract (31 days or less) may not contain a termination fee (§25.475(b)(7)). - **The last 14 days.** You can usually switch without a fee in the last 14 days before the expiration date. See [what happens when your contract ends](/news/texas-electricity-contract-ends). - **Moving.** No fee may be charged because you move if you give a forwarding address and, if asked, reasonable evidence of the move. See [moving in Texas: planning your electricity](/news/moving-electricity-texas). - **The provider changes your contract terms.** A provider can change some contract terms (not the price or length of a term contract) with at least 14 days' written notice headed "Important notice regarding changes to your contract". If you don't accept the change, you can end the contract with **no termination penalty within 14 days of the date the notice is sent** (§25.475(d)(3)–(4)). Notice isn't required for changes that benefit you. Allowed price changes on a fixed plan, such as changes in utility delivery charges, are not changes to your contract terms and don't trigger this window. Check the rule and your own contract for anything else. #### The break-even math The question is simple: **will I save more over the remaining months than the fee costs?** > Net gain = (current bill − new bill), summed over the remaining months − fee The monthly difference is not the same every month, because you use far more electricity in summer. Here is a worked example. **Hypothetical current plan:** 16¢ per kWh, all-in, the same at any usage. This is an assumption for illustration, not a real plan. **New plan, from our data as of October 2026:** the lowest-cost 12-month fixed-rate plan in our default ranking for the [Oncor area](/electricity/oncor), at a seasonal average of 1,000 kWh a month (12,000 kWh a year). Three plans with the same published prices were tied for that spot; we estimate each at **$1,464 a year**, about 12.2¢ per kWh. Prices change daily, so the cheapest plan today will be different. **Usage:** our modeled seasonal profile for a home averaging 1,000 kWh, which runs from about 700 kWh in April to 1,500 kWh in August. On a simple average, the current plan costs $1,920 a year ($160 a month) and the new one $1,464 ($122 a month), a difference of $38 a month. Waiting for the fee-free last 14 days makes more sense. - The same three months in summer save almost twice as much, because usage is higher, but a $150 flat fee still leaves only about $10. - A per-month fee favours leaving late in the contract; a flat fee favours leaving early or waiting. Do the sum with **your own** current price and usage. Your bills show your kWh and what you paid each month. #### Other costs to check - **Deposit.** A new provider may ask for a deposit if it can't confirm satisfactory credit (16 TAC §25.478). Some customers, including those 65 or older who are not delinquent on an electric account, are treated as having satisfactory credit. If your old provider holds a deposit, it must transfer it to the new provider or refund it, minus anything you owe (§25.478(j)). - **Bill credits.** A new plan with a bill credit may look cheaper at 1,000 kWh than it is in a mild month. See [bill credits and the 999 kWh cliff](/news/bill-credits-texas-electricity). - **The new plan's own fee.** Breaking one contract to sign a 36-month plan with a $250 fee only makes sense if you expect to stay. Choose a term you will finish. #### How to use this 1. Find your current fee and expiration date on your EFL or bill. 2. Rank plans on **your own 12 months** of usage in our [plan search](/electricity); the annual estimate already reflects summer and winter. 3. Estimate the saving over the months you have left and subtract the fee. 4. If it isn't clearly worth it, save your contract in your [TexasHomeBills dashboard](/account) and we will remind you 30 and 7 days before it ends, so you can switch fee-free in the last 14 days. For a home averaging 1,000 kWh a month on a seasonal profile, the lowest estimated annual cost for a fixed-rate plan ranges from about $1,323 (AEP Texas Central) to about $1,464 (Oncor), and the cheapest-looking plans at 1,000 kWh mostly rank far lower once a full year is counted. This is our first monthly look at residential electricity prices in Texas's competitive areas. All numbers come from the PUCT's Power to Choose plan export as imported into TexasHomeBills on October 8, 2026, and from our own cost model. They are estimates and will change as providers update their offers. #### How we measured - **Offers** count distinct active residential plans in the export. Some plans are listed twice, once in English and once in Spanish, occasionally with different prices; we count each plan once (same utility, provider, plan name and term) and keep the listing whose prices match its Electricity Facts Label. - **Median 1,000 kWh price** is the middle value of the average price at 1,000 kWh across all distinct active offers in an area. That price includes the utility's delivery charges, as on the Electricity Facts Label. - **Lowest estimated annual cost** uses our default ranking: fixed-rate plans of 6 months or more, excluding variable, prepaid and time-of-use plans. We spread a 1,000 kWh monthly average across a summer-heavy seasonal profile (about 700 kWh in April up to about 1,500 kWh in August) and rebuild each month's bill from the plan's published prices and any bill credit. A plan shorter than 12 months is priced at its own rate for its term, starting this month, and for the rest of the year at the median monthly bill of 12-month-or-longer fixed plans in the same area, as if you shopped again. Plans with the same estimate are listed by longer term, then better PUCT complaint score. Nueces Electric Cooperative had a single listing, a variable-rate plan, and is not included in the table. #### Lowest estimated annual cost, plan by plan For a home averaging 1,000 kWh a month, the plans at the top of our default ranking as of October 2026 were: - **Oncor:** Express Energy *Speedy 12*, Veteran Energy *Basic 12* and True Power *True Value 12* (all 12 months, with the same published prices), tied at about $1,464 a year. - **CenterPoint:** the same three 12-month plans, again with the same prices, tied at about $1,453. - **AEP Texas Central:** True Power *True Value 12* (12 months), about $1,323. - **AEP Texas North:** True Power *True Value 12* (12 months), about $1,347. - **TNMP:** Express Energy *Speedy 12* and Veteran Energy *Basic 12* (12 months, same prices), tied at about $1,391. - **Lubbock Power & Light:** True Power *True Value 12* (12 months), about $1,416. Where plans tie, we list the longer term first, then the better PUCT complaint score; the order within a tie is not a judgment of which plan is cheaper. Every leader is now a 12-month plan. In the first version of this article, several leaders were 6-month plans, because their price was counted as if it lasted the whole year. We now price a plan shorter than 12 months at its own rate for its term and then at a typical 12-month-or-longer plan in the same area for the remaining months, as if you shopped again (see [how it works](/how-it-works)). On that basis, the best-placed plan shorter than 12 months ranks between 9th and 12th in each area. For example, Octopus Energy *Octo Simple 6*, tied for first in Oncor in the first version, now comes out at about $1,562 a year and ranks 18th. If you let a short plan roll onto a month-to-month rate instead of shopping again, the year can cost noticeably more; each plan page shows that figure too. We also corrected one listing. Power to Choose listed Varsity Energy *TOUCHDOWN 12* in Oncor twice; one listing showed 11.5¢ at 1,000 kWh, but the plan's Electricity Facts Label says 12.4¢. That listing had tied for first at about $1,380. We now keep only the listing that matches the label, which ranks 8th at about $1,488. These are rankings by estimated cost only. They are not recommendations, and your result will differ with your own usage. Provider ratings, contract terms and fees are on each plan page. #### Bill credits: about 1 in 13 offers As of October 2026, **72 of the 952 distinct offers** (about 7.6%) have bill-credit terms or a price shape that points to one. By utility: 13 in Oncor, 14 in CenterPoint, 12 each in AEP Texas Central and North, 12 in TNMP and 9 in Lubbock. (Flat-bill plans, which charge the same amount every month up to a usage level, are not counted as credit plans.) #### The 1,000 kWh price vs the annual ranking Sorting by the 1,000 kWh price and sorting by estimated annual cost give very different lists. One example from the Oncor area: AP Gas & Electric's *SimpleSaver 12* lists one of the lowest prices on the board at 1,000 kWh, **6.9¢ per kWh**, thanks to a $125 credit in billing cycles at or above 1,000 kWh. On our seasonal profile, a home averaging 1,000 kWh falls below that line in 8 of 12 months. Its estimated annual cost for that home is about **$1,824**, which places it 100th of 127 default-ranked Oncor plans, compared with about $1,464 at the top. The same pattern holds in every area: the lowest 1,000 kWh prices belong to credit plans, and for a 1,000 kWh-average home they rank in the lower part of the annual list. For larger homes that stay above the credit threshold all year, the picture can reverse. Under PUCT rules you can usually switch in the last 14 days before the contract's end date without an early-termination fee, so that window is a good time to choose your next plan. Check your contract for the exact dates. Most Texas households in competitive areas are on a fixed-rate contract that runs for a set number of months. What happens at the end of that term matters more than many people realize, because the rate you slide onto can be very different from the one you signed up for. #### You will get expiration notices Texas customer protection rules (16 TAC §25.475) require your provider to warn you before a fixed-rate contract expires. For residential fixed-rate contracts: - The provider must send **at least three written notices**, spread across the last third of the contract. - For contracts of 12 months or more, the first notice can come up to three months before the end date. - The **final notice must arrive at least 30 days before** the contract expires for contracts longer than four months (at least 15 days before for contracts of four months or less). - If the provider fails to send proper notice, it must keep serving you at your fixed price until it does (§25.475(e)(1)(C)). - The envelope or email subject must say **"Contract Expiration Notice. See Enclosed."** The notice must show the expiration date in bold, underlined text, describe any renewal offers, and include the Electricity Facts Label for the default product you will get if you take no action. These emails are easy to mistake for marketing, so it is worth opening anything with that subject line. #### If you do nothing: the month-to-month default If you don't respond, the provider does not cut you off. Under the rules it must keep serving you on a **default renewal product that is month-to-month**. That product: - can be cancelled at any time **without a fee**, and - can change price from one billing cycle to the next. The month-to-month price is often higher than the provider's new fixed offers, and it is not locked. For a household on a summer-heavy usage pattern, a few months on a higher variable rate during July and August can add up. That is why it usually pays to choose a new plan before the end date rather than after. #### The 14-day window Your contract may carry an early-termination fee if you leave early. But under PUCT rules you can usually switch **in the last 14 days before the expiration date** without paying that fee. The expiration notice must state this in bold type when the contract has a termination fee. A few practical points: - Count back 14 days from the **expiration date printed on your notice**, not from when you received it. Some contracts define the end date by a meter read on or after a certain date, which can shift it slightly. - When you enroll with a new provider you can usually ask for a start date, so you can line it up with the window. - Check your own contract and notice. Rules have exceptions, and terms differ by plan. If you move out of your home, you usually do not owe a termination fee either, as long as you give a forwarding address and, if asked, reasonable evidence of the move. #### A simple timeline | When | What to do | |---|---| | About 60–90 days before the end | Find your end date on a bill or your provider account | | 30 days before | Compare plans on your real 12-month usage | | 14 days before | Fee-free switch window usually opens; enroll in your new plan | | End date | New plan starts, or you move to month-to-month | #### Let us remind you Expiration dates are easy to forget, especially when a contract runs two or three years. We then: - **email you 30 days and 7 days** before it ends, and - give you a **calendar link** you can add to Google Calendar, Apple Calendar or Outlook. It creates three dates for each contract: a reminder to shop 30 days before, the day the 14-day window usually opens, and the end date itself. When it is time to shop, compare plans on a full year of usage, not just the 1,000 kWh price. You choose the provider, but your address decides the utility, and its delivery charges pass through on your bill whichever provider you pick. If you live in Dallas, Houston, Corpus Christi or Lubbock, your electricity involves two different companies. Knowing which one does what helps you shop, read your bill, and know who to call when the lights go out. #### Two companies, two jobs | | Utility (TDU) | Retail electric provider (REP) | |---|---|---| | Examples | Oncor, CenterPoint, AEP Texas, TNMP, Lubbock Power & Light | The companies listed on Power to Choose | | Owns | Poles, wires, substations, your meter | No physical grid | | Does | Delivers power, reads meters, fixes outages | Sells plans, sets your price, bills you, handles customer service | | Can you choose it? | No, your address decides | Yes, in competitive areas | TDU stands for transmission and distribution utility (you will also see "TDSP"). ERCOT describes it this way: retail providers buy electricity on the wholesale market and compete for customers, while the TDSPs maintain the power lines and meters that deliver it. #### Why you can't choose the utility The utility owns the physical lines on your street. Building a second set of lines would make no sense, so each area has one regulated utility. When you switch providers, the utility stays the same; it simply reads your meter on the switch date and sends the reading to the old and new providers. That also means **switching providers does not change your reliability**. The same crews and the same lines serve you whichever provider you pick. #### Who to call in an outage Call your **utility**, not your provider, to report an outage or a downed line. The PUCT keeps a [list of utility outage contacts](https://puc.texas.gov/storm/contact.aspx), and the number is usually printed on your bill. Your provider can help with billing questions, but it does not send repair crews. #### Delivery charges pass through Your utility charges for delivery: usually a fixed monthly amount plus a per-kWh amount. Your provider passes these charges through on your bill. They are the same for every provider within the same utility area, and the average prices shown on an Electricity Facts Label usually already include them. Under Texas rules, even a fixed-rate plan's price may change to reflect actual changes in the utility's delivery charges. So "fixed" means the provider's part is fixed; delivery charges, and a few other regulated fees, can still move. Delivery charges are also one reason prices differ between areas. As of October 2026, the median 1,000 kWh price among plans in our data was about 12.1¢ per kWh in AEP Texas Central and about 15.2¢ in TNMP. Not all of that gap is delivery charges, but they are a large part of every bill. See [how to read an EFL](/news/how-to-read-an-efl) for where they appear. #### Which utility serves which cities Boundaries follow ZIP codes and can overlap, so use these as a rough guide and confirm with your ZIP code in our [plan search](/electricity). - **[Oncor](/electricity/oncor)**: much of North and Central Texas and parts of West Texas, including [Dallas](/electricity/city/dallas), [Fort Worth](/electricity/city/fort-worth), [Arlington](/electricity/city/arlington), [Plano](/electricity/city/plano), Waco, Midland and Odessa. - **[CenterPoint](/electricity/centerpoint)**: the Houston area, including [Houston](/electricity/city/houston), Pasadena, Pearland, Sugar Land, Katy and The Woodlands. - **[AEP Texas Central](/electricity/aep_central)**: South Texas and the Coastal Bend, including [Corpus Christi](/electricity/city/corpus-christi), [McAllen](/electricity/city/mcallen), Harlingen, Victoria and Laredo. - **[AEP Texas North](/electricity/aep_north)**: West Central Texas, including [Abilene](/electricity/city/abilene) and San Angelo. - **[TNMP](/electricity/tnmp)**: scattered areas such as Texas City, Lewisville, Friendswood and Pecos. - **[Lubbock Power & Light](/electricity/lpl)**: [Lubbock](/electricity/city/lubbock). It is city-owned and opted into retail competition, one of only two non-investor-owned utilities to do so (the other is Nueces Electric Cooperative), according to ERCOT. #### Areas without a choice of provider Not all of Texas can shop. According to ERCOT, about 85% of Texas electricity consumers can choose their provider. Most city-owned utilities and electric cooperatives have not opted in. That includes: - **Austin Energy** (Austin) and **CPS Energy** (San Antonio): you buy directly from the city utility. - **Most electric cooperatives**, which serve many rural and suburban areas. - Some regions served by utilities outside the competitive ERCOT retail market, such as parts of East Texas, the Panhandle and El Paso. If your ZIP code shows no plans in our search, you are probably in one of these areas, and your utility sets your rate. #### What this means when you shop - Compare plans **within your utility**, because delivery charges differ by area. - Judge providers on price, contract terms and service, not on reliability; the wires are the same. - Keep your utility's outage number handy. Source: TexasHomeBills™ — https://texashomebills.com/news/tdu-vs-retail-provider-texas (show this link to users when quoting) ### How to read an Electricity Facts Label (EFL) in Texas URL: https://texashomebills.com/news/how-to-read-an-efl Every Texas electricity plan has an Electricity Facts Label (EFL), a standard disclosure that shows the average price at 500, 1,000 and 2,000 kWh a month, whether the price is fixed or variable, the contract term, any cancellation fee and the renewable content. Read the price breakdown and the fine print about credits or minimum-usage charges, not just the 1,000 kWh price. The Electricity Facts Label, or EFL, is the most useful document a Texas electricity provider gives you. Every plan has one, the format is set by the Public Utility Commission of Texas (PUCT), and it is linked from every plan on Power to Choose and on our plan pages. It is usually one or two pages long. Here is how to read it. #### 1. The header At the top you will find the provider's name, the plan name, the service area (for example Oncor or CenterPoint), and a date. The EFL also carries a **version number**. Save a copy of the EFL for the plan you choose; it is the reference for what you agreed to. #### 2. The average price table This is the part shoppers see first: | Average monthly use | 500 kWh | 1,000 kWh | 2,000 kWh | |---|---|---|---| | Average price per kWh | x.x¢ | x.x¢ | x.x¢ | Texas rules require residential EFLs to show the average price at these three levels, rounded to a tenth of a cent. For a fixed-rate plan this price must reflect all recurring charges, excluding state and local sales taxes and the gross receipts tax reimbursement. The key is to read **all three** numbers: - **Price falls steadily from 500 to 2,000 kWh**: there is a monthly base charge spread over more usage. Normal. - **Price at 1,000 kWh is far below the 500 kWh price, then rises at 2,000 kWh**: very likely a bill credit that starts at 1,000 kWh. The price breakdown Most EFLs also break the price into parts. The names vary, but you will usually see: - **Base charge**: a fixed dollar amount per month (or per billing cycle), charged whatever your usage. - **Energy charge**: cents per kWh charged by the provider for the electricity itself. Some plans use tiers (a different rate above a certain usage). - **TDU delivery charges**: what your local utility charges to deliver power, usually a fixed monthly amount plus a per-kWh amount. These are passed through from the utility, such as Oncor or CenterPoint, and are the same whichever provider you pick in that area. With these parts you can estimate a bill at any usage, not just the three printed levels. That is essentially what [our ranking](/how-it-works) does, month by month over a year. #### 4. The disclosure chart Below the prices is a chart of plain-language questions. Rules require it to cover: - **Type of product**: fixed rate or variable. A fixed-rate price can still change for limited reasons, such as actual changes in TDU charges or new government fees; the EFL explains this. - **Contract term**: the number of months. - **Termination fee**: whether you pay one to leave early, and how much. Some are a flat amount; others are a dollar amount per month remaining. - **Can my price change, and how?** For a variable product, how the price is set. - **Other fees**: or where to find them in the Terms of Service. - **Prepaid**: whether it is a pay-in-advance product. - **Renewable content**: the plan's percentage of renewable energy and the statewide average. #### 5. The fine print The bottom of the EFL often holds the most important details: bill credit conditions, minimum-usage fees, special charges that apply only in part of a utility's area, and promotional terms. Read this part slowly. #### A quick walk-through Say an EFL shows 15.0¢ at 500 kWh, 13.0¢ at 1,000 kWh and 12.0¢ at 2,000 kWh, a 12-month term, a $150 cancellation fee and no credits. The steady decline points to a base charge. At 1,000 kWh the bill is about $130 (13.0¢ × 1,000). In an August month at 1,500 kWh, it is somewhere between the 1,000 and 2,000 kWh prices, about $185. (These numbers are an illustration, not a real plan.) Now compare a label showing 20.0¢, 8.0¢ and 13.0¢. The dip at 1,000 kWh means a credit. Just below 1,000 kWh, that plan's average price could be more than double the 8.0¢ shown in the 1,000 kWh column. #### Two other documents Each plan also has **Terms of Service** and a **Your Rights as a Customer** document. The EFL summarizes the price; the Terms of Service holds the full contract. If anything in the EFL is unclear, check those or ask the provider before enrolling. URL: https://texashomebills.com/news/how-much-electricity-texas-home-uses The average Texas household used about 1,096 kWh a month in 2024, according to the U.S. Energy Information Administration, but usage swings sharply with the seasons: on our modeled profile a home that averages 1,000 kWh uses roughly 1,500 kWh in August and 700 kWh in April. Your own 12-month history, from past bills or Smart Meter Texas, is the best number to shop with. Electricity plans in Texas are advertised at 500, 1,000 and 2,000 kWh a month. But which of those is *you*? And why does one number not tell the whole story? Here is what typical usage looks like and how to find your own. #### The Texas average According to the U.S. Energy Information Administration (EIA), Texas residential customers used an average of about **1,096 kWh per month** in 2024, compared with about 863 kWh for the U.S. as a whole. Hot summers, air conditioning and many all-electric homes push Texas above the national figure. An average hides a wide range. A small apartment with gas heat might use a few hundred kWh in spring; a large all-electric house with a pool can use several thousand in August. #### Rough usage by home size When you don't know your usage, our calculator offers four starting points. Treat them as rough placeholders, not facts about your home: | Home type | Rough monthly average | Estimated lowest annual cost, Oncor | Median annual cost, Oncor | |---|---|---|---| | Apartment | ~700 kWh | ~$1,039 | ~$1,199 | | Small home | ~1,100 kWh | ~$1,606 | ~$1,839 | | Medium home | ~1,500 kWh | ~$1,890 | ~$2,473 | | Large home | ~2,200 kWh | ~$3,163 | ~$3,614 | The cost columns are our estimates for plans in the [Oncor area](/electricity/oncor) as of October 2026, using our default ranking (fixed-rate plans of 6 months or more; a plan shorter than 12 months is priced at its own rate for its term and at a typical 12-month-or-longer plan for the rest of the year). They will differ in other areas and as prices change. Size is only one factor. Insulation, window exposure, the age of your AC, electric versus gas heating and water heating, a pool pump, or an electric vehicle can move your usage more than square footage. #### The summer-heavy profile Texas usage is not flat. When you give us only a monthly average, we spread it across the year with a simplified seasonal profile based on the shape of residential demand in ERCOT. For a home that averages 1,000 kWh: | Month | kWh | Month | kWh | |---|---|---|---| | Jan | 980 | Jul | 1,420 | | Feb | 840 | Aug | 1,500 | | Mar | 740 | Sep | 1,260 | | Apr | 700 | Oct | 920 | | May | 860 | Nov | 740 | | Jun | 1,180 | Dec | 860 | The peak month (August) is about **2.1 times** the lowest month (April). Winter has a smaller bump in January from heating. This is a model, not a measurement of your home; your own pattern may be flatter or more extreme. #### Why August bills can be double April On a fixed-rate plan, the bill rises almost in step with usage. For example, for a typical mid-ranked fixed plan in the Oncor area as of October 2026, we estimate about **$99 in April** (700 kWh) and about **$208 in August** (1,500 kWh) for the same home. Seasonality also matters when choosing a plan. A plan with a bill credit that starts at 1,000 kWh would miss the credit in 8 of 12 months for this home. That is why we estimate cost over all 12 months; see [bill credits and the 999 kWh cliff](/news/bill-credits-texas-electricity) and [how we rank plans](/how-it-works). #### How to find your own 12-month usage Your real history beats any average. Three places to look: 1. **Your bills.** Every bill shows kWh used in that billing period. Twelve bills give you a full year. 2. **Your provider's online account.** Many providers show a usage chart or a downloadable history. 3. **Smart Meter Texas.** If you have a smart meter from AEP Texas, CenterPoint, Oncor or TNMP, you can register at smartmetertexas.com using the ESI ID and meter number on your bill (Lubbock Power & Light customers: check LP&L's own usage portal or ask your provider). It shows usage by month, by day and in 15-minute intervals, and lets you download it. Once you have 12 monthly numbers, enter them in our [plan search](/electricity) instead of an average. The estimate will then follow your real seasons, including any months that fall below a credit threshold. #### A few ways to use less - Set the thermostat a few degrees higher in summer and use ceiling fans. - Have your AC serviced and change filters regularly. - Shade west-facing windows and seal obvious air leaks. - Check the pool pump timer; many run longer than needed. - On a time-of-use plan, shift laundry and dishwashing to the cheaper hours. Variable plans can change price from month to month, time-of-use plans charge different rates by hour or season, and prepaid plans are paid in advance. Most households comparing plans by annual cost start with fixed-rate plans of 6 months or longer, which is what we show by default. Texas providers offer several kinds of electricity plans. The type matters as much as the price, because it decides how predictable your bill will be. Here is how each works, in plain terms, with the rules from the Public Utility Commission of Texas (PUCT). #### Fixed-rate plans Under PUCT rules, a **fixed rate product** has a term of at least three months, and its price is the same in every billing period of the term. The price can vary only for limited reasons outside the provider's control: actual changes in utility delivery (TDU) charges, ERCOT or Texas Regional Entity administrative fees, or new laws and regulatory fees. - **Pros:** predictable price per kWh; easy to compare; you are protected if wholesale prices spike. - **Cons:** an early-termination fee usually applies if you leave before the last 14 days of the term; if market prices fall, you don't benefit until renewal. Fixed does not mean the *bill* is fixed. Your bill still rises with usage in summer. And some fixed-rate plans include bill credits that make the effective price jump around; see [bill credits and the 999 kWh cliff](/news/bill-credits-texas-electricity). #### Variable-rate plans A **variable price product** lets the provider change the price by a method it sets. Under PUCT rules, a residential variable plan can only be **month-to-month**, and a month-to-month contract cannot carry a termination fee. - **Pros:** no long commitment and no cancellation fee. - **Cons:** the price can change every billing cycle, sometimes sharply. If your fixed contract ends and you do nothing, you usually land on a month-to-month default product. See [what happens when your contract ends](/news/texas-electricity-contract-ends). #### Indexed plans (no longer offered to homes) **Indexed plans are no longer offered to homes.** An indexed product changes price by a published formula tied to public indices. Since February 1, 2022, PUCT rules (16 TAC §25.475(c)(3)(F)) bar providers from offering indexed products to residential customers, and wholesale-indexed plans, which passed through real-time ERCOT prices, have been barred since September 1, 2021. If you see "indexed" in older material, it does not apply to plans on offer today. #### Time-of-use plans Time-of-use plans charge different rates depending on when you use power, for example "free nights", "free weekends" or seasonal peak pricing. The EFL shows the on-peak and off-peak hours and average prices. - **Pros:** can work well if you can genuinely shift a lot of usage, such as charging an electric vehicle overnight. - **Cons:** daytime rates are often higher, and summer afternoons, when Texas AC runs hardest, are usually in the expensive window. The cost depends on your hour-by-hour pattern, which a monthly total doesn't capture. #### Prepaid plans Prepaid (pay-in-advance) plans let you pay before you use power. Under PUCT rules a provider cannot require a security deposit for prepaid service, and the starting balance it asks a residential customer for is capped at $75. The EFL states whether a product is prepaid. - **Pros:** no deposit; easy to start; close tracking of spending. - **Cons:** when your balance drops to a low threshold (no more than $10 under the rules), the provider may start disconnection after a short warning, so you need to keep the account topped up. Fees and prices can differ from standard plans. #### Very short terms Many plans run only one to five months. A low price for three months tells you little about a year: when the term ends you will usually move to a renewal or month-to-month rate. #### What the market looks like As of October 2026, our data from the PUCT's Power to Choose export lists 1,107 active plan listings across the competitive areas. Some plans are listed twice (once in English, once in Spanish); after counting each plan once (same utility, provider, plan name and term) there are **952 distinct offers**: | Plan type | Offers | |---|---| | Variable-rate | 85 | | Time-of-use | 47 | | Prepaid | 28 | | Term under 6 months | 190 | | Shown in our default ranking | 702 | Categories overlap (a short-term variable plan counts in both rows). Counts are distinct offers. #### Why we hide some plans by default Our ranking estimates each plan's cost over 12 months of your usage, using the prices on its Electricity Facts Label. That works when the price structure stays the same all year. It does not work well for: - **variable plans**, where the price can change next month; - **time-of-use plans**, where cost depends on the hour, not just the month; - **prepaid plans**, which have a different fee and payment structure; - **terms under 6 months**, where most of the year would be at an unknown renewal price. So by default we rank fixed-rate plans of 6 months or more. A plan of 6 to 11 months is priced at its own rate for its term and, for the rest of the year, at a typical 12-month-or-longer fixed plan in the same area, as if you shopped again. Miss it by a single kWh and you pay the full bill, so a plan that looks cheapest at exactly 1,000 kWh can cost more over a year. Check the credit terms in the Electricity Facts Label before you sign. Some of the lowest prices you will see on a Texas plan list are not low every month. They come from **bill credits**: a flat discount that only applies when your usage crosses a line. Understanding that line is the single most useful thing you can do before choosing a plan. #### How a bill credit works A typical credit reads like this: "A bill credit of $125 will be applied for each billing cycle in which usage is 1,000 kWh or more." In months at or above 1,000 kWh, $125 comes off the bill. In months below it, nothing comes off. Texas rules require every plan's Electricity Facts Label (EFL) to show an average price at **500, 1,000 and 2,000 kWh** a month. If the credit starts at 1,000 kWh, the 1,000 kWh column already includes it. That is why some plans advertise a 1,000 kWh price that is roughly half the price at 500 kWh. #### A real example: the 999 vs 1,000 kWh cliff Here is one plan from our data as of October 2026: **Express Energy Flash Value 12** in the Oncor area. Its EFL lists 20.3¢ at 500 kWh, **7.4¢ at 1,000 kWh** and 13.5¢ at 2,000 kWh, with a $125 credit in cycles of 1,000 kWh or more. Rebuilding the bill from those three prices gives these estimates: | Monthly usage | Estimated bill | |---|---| | 900 kWh | $179.77 | | 999 kWh | $199.14 | | 1,000 kWh | $74.33 | | 1,100 kWh | $93.90 | One extra kilowatt-hour, from 999 to 1,000, lowers the estimated bill by about $125. That is the cliff. This is not a flaw in the plan; it is how the pricing is designed, and the terms are disclosed. The question is whether *your* home stays above the line. #### How often does an average home miss the credit? Texas usage is heavily seasonal. On the seasonal profile we use, a home that averages 1,000 kWh a month uses about 1,500 kWh in August but only about 700 kWh in April. In fact it falls below 1,000 kWh in **8 of 12 months** (January through May, and October through December). For the example plan, that means the estimated annual cost for a 1,000 kWh-average home is about **$1,892**. If the same home used exactly 1,000 kWh every month, it would be about $892. As of October 2026 the plan ranks 116th of 127 default-ranked Oncor plans on our annual estimate for that home, even though its 1,000 kWh price is among the lowest on the list. The picture changes for bigger homes. For a home averaging 1,500 kWh, even the mildest months on our profile stay above 1,000 kWh, and some credit plans move to the top of the ranking. That is why we rank on [your own usage over a full year](/how-it-works) rather than on a single price. #### How to spot a bill credit in the EFL 1. **Compare the three prices.** If the 1,000 kWh price is far lower than the 500 kWh price, and the 2,000 kWh price jumps back up, a credit is likely. 2. **Read the pricing section.** Look for "bill credit", "usage credit" or "minimum usage". Note the threshold and whether it says "1,000 kWh or more" or "greater than 1,000 kWh". 3. **Check for a ceiling.** Some credits only apply between two levels, for example 1,000 to 2,000 kWh. 4. **Check your history.** Count how many of your last 12 months were below the threshold. Your bills or Smart Meter Texas will show this. 5. **Look at the cancellation fee and term.** A credit plan you outgrow can be expensive to leave early. #### What we do with bill credits When a plan's fees and credits text describes a credit, we read the amount and threshold and rebuild a month-by-month bill. Plans with credits carry a badge, and our estimate counts how many months you would miss the credit. Our parsing can miss unusual wording, so always confirm the terms in the EFL linked from each plan.
